Julie Guerra – Director, NCO and Soldier Programs, AUSA

Julie Guerra, from Tucson, AZ, entered the Army in 1994 and attended training as a counterintelligence agent.  Assignments throughout her career included Fort Leonardwood, MO, Fort Bragg, NC, Joint Base Lewis McChord, WA, Fort Bliss, TX, Fort Eisenhower, GA and the Pentagon.  Overseas assignments and deployments include Korea, Bosnia and Operation Iraqi Freedom.

As the senior enlisted advisor to the director of strategy, plans and policy in the Headquarters Department of the Army G3, Pentagon, she facilitated discussions and advice on war plans, policy and doctrine affecting the Army writ large.  Following the G3, Julie was selected as the senior enlisted advisor and regimental CSM for the Cyber Corps and Cyber School at Fort Eisenhower, GA.

Julie was selected as a Tri Chair for the People First Task Force which was in response to all things culture and climate at Fort Hood (Cavazos) in the summer of 2020.  Recognized for her tenacity and candor, Julie was able to inject her perspective and leadership in the room as the sole enlisted Tri Chair to the Secretary, Chief of Staff and Sergeant Major of the Army.  PFTF sunset in 2023 accomplishing policy changes, programs to address climate and culture and the Army’s first ever prevention directorate and prevention policy for the Army.

Former SMA Michael Grinston, also utilized Julie as a senior female mentor and advisor for all things gender related in the Army to include the combat fitness test, appearance regulation changes and she helped co-author the parental policy signed by the Secretary that for the first-time recognized changes to post-partum and parental time off, lactation rooms, bereavement leave and time for recovery during IVF.  SMA Grinston also selected Julie to serve as a panel member managing all nominative SGM and CSM assignments for the Army by name for individual slating and selection by GOs.

Julie’s final assignment in the Army after over 29 years of service was as the senior intelligence SGM for the Army in HQDA G2, Pentagon.  In this role she was responsible for the talent management of over 500 SGM and CSMs careers, and mentorship in addition to over 30,0000 contractors, DA Civilians and soldiers across the Intelligence and Security Enterprise.  Advising the Director of the G2 through COVID, programmatic and policy changes, modernization, and equipment fielding to the intelligence warfighting function.

Julie is currently serving as the Director of NCO and Soldier Programs for AUSA managing the support to Chapters across the regions, leader development, life skills training, publications, website management, moderator at events, event management, podcast moderator and social media content manager while continuously educating and connecting young leaders with their community and AUSA.
