Yolondria S. Dixon-Carter is a retired Chief Warrant Officer Five whose distinguished 36-year military career reflects a legacy of trailblazing leadership, service, and impact. She concluded her Army service as the first Chief Warrant Officer of the Army, previously serving as Senior Warrant Officer Advisor to the Chief of Staff of the Army and as a key member of the Department of the Army Staff, providing strategic oversight and advocacy for more than 30,000 Warrant Officers across 17 branches and over 40 specialties.
Her career includes senior executive-level assignments as Assistant Executive Officer to the Supreme Allied Commander Europe, the Vice Chief of Staff of the Army, and the Chief of Staff of the Army. Serving on five continents and through multiple deployments, she became widely respected for principled leadership, mentorship, and advancing the Profession of Arms.
Yolondria holds a Bachelor of Arts in Criminal Justice and a Master of Science in Forensic Science from Saint Leo University. Her honors include the Defense Distinguished Service Medal, Army Distinguished Service Medal, Military Outstanding Volunteer Service Medal, Air Assault Badge, and Combat Action Badge. In 2024, she was inducted into the Army Women’s Foundation Hall of Fame and recognized among Northern Virginia’s Most Influential Women.
Beyond military service, Yolondria is a motivational speaker, ordained Elder, mentor, and advocate committed to empowering others to walk in purpose. She ministers and teaches with a passion for unity, healing, and transformational leadership. Yolondria’s personal leadership philosophy is captured through T.I.M.E. — Talk, Inspire, Mentor, Engage, and her enduring belief, “Together in Service. Stronger in Impact.“ These principles guide her continued work across ministry, civic engagement, and leadership.
She extends her commitment to service through numerous civic and mentoring organizations and is especially passionate about developing the next generation through her work with Top Teens of America, where she mentors youth in leadership, scholarship, service, and character development. Her dedication to mentorship, women’s empowerment, and community impact also includes service through faith-based, educational, and civic initiatives.
Known for blending strategic leadership with compassion and authenticity, Yolondria continues her journey “from the battlefield to community speaking life and inspiring purpose,” using her voice to build bridges, strengthen communities, and elevate others.
She is married to Sergeant Major (Retired) Emanuel Carter, and together they are blessed with two adult children and three grandchildren.
